Policy Doctor Terms of Use

1 General

These terms of use apply to the use of the Policy Doctor service (the "Service"). The Service is provided by Politiikkatohtori Oy, Business ID 2785242-2, hereinafter the "Service Provider". The agreement on the use of the service has been made with the organization (the "Customer") represented by the user (the "User"). By using the Service, the User agrees to comply with these terms of use.

2 Service description

Policy Doctor is a Model Context Protocol (MCP) server. MCP is an open standard for connecting AI applications to external systems; through it, a compatible AI assistant or chatbot (such as Claude or ChatGPT) can connect to the Service and call its tools to retrieve information during a conversation.

The Service exposes a set of read-only tools for searching and retrieving public data on lobbying and legislative activity. This data is drawn from two separate public sources: Finnish registers — the legislative and other projects of the Finnish Government, government communications, and the Finnish Transparency Register maintained by the National Audit Office of Finland — and the EU Transparency Register, covering lobbying organizations, the EU officials and bodies they engage, and the meetings between them.

The User accesses the Service by connecting it to a compatible AI application of their choice. The Service returns information from these public registers; it does not receive the content of the User's conversations with the AI application, but only metadata about which tools are used.

3 Right of use

The Service is used in accordance with these terms of use. All rights to the Service and its content remain with the Service Provider. The right to use the Service is based on the agreement made with the Customer. When the agreement ends, the User's right to use the Service ends.

4 User's responsibilities

The User agrees to:

  • use the Service only for lawful purposes
  • not attempt to break or circumvent the Service's technical protection mechanisms
  • not interfere with the Service or place an unreasonable load on it, for example through excessive or automated requests

5 Data protection

Personal data is processed in accordance with the Service Provider's privacy policy. The Service's data is backed up several times a day, and backups are retained for a reasonable period. Tool calls made through the Service are logged — metadata such as which tools are used and when — and the log files are retained for one month. When the User signs in, the Service Provider stores, via the User's identity provider, the User's unique identifier, email address, and basic profile details such as name and username.

6 Service availability and development

The Service is continuously developed, so the future availability of certain features or data cannot be guaranteed. Changes may be made to the Service without prior notice, but users will be informed of material changes within a reasonable time.

In connection with new features and updates, short interruptions of a few minutes may occasionally occur. These are sought to be scheduled for evenings and weekends. Users will be informed well in advance of any planned interruptions resulting from longer maintenance and update operations. The Service Provider does not guarantee the continuous availability of the Service or the accuracy of its data.

7 Limitation of liability

The Service Provider is not liable for any indirect damages caused to the Customer, the user, or a third party arising from the use of the Service or the prevention of its use.

In all situations, the Service Provider's liability is limited to a maximum of the Service's monthly fee paid by the user over the last three months.

8 Validity and termination of the right of use

The right of use is valid for the duration of the agreement made with the Customer and is exercised within the framework of that agreement. The Service Provider has the right to terminate the right of use immediately if the User breaches these terms. When the right of use ends, the User's access to the Service is revoked and the personal data stored about the User is deleted after a reasonable period.

9 Applicable law and dispute resolution

These terms of use are governed by Finnish law. Any disagreements shall primarily be sought to be resolved through negotiation. If no settlement is reached, disputes shall be resolved in the District Court of Helsinki.

10 Changes to the terms

The Service Provider has the right to amend these terms of use. Material changes will be announced in the Service or by email. By continuing to use the Service after the changes, the user expresses their acceptance of the updated terms.
